The province of Quebec offers Foreign students an opportunity to apply for permanent residency through the Programme de l’expérience Québécoise. (Québec experience program-PEQ).

Applying for permanent selection

International students who have completed their studies in Quebec or Skilled temporary foreign workers in Quebec can apply for permanent selection through the following streams of PEQ.

  1. PEQ – Québec graduate
  2. PEQ – Skilled temporary foreign worker

Québec graduate-PEQ

This program is for International Students who have obtained an eligible Québec diploma. In addition to this, they must have acquired work experience in Québec. Further, they must currently hold a job in Québec and possess advanced intermediate knowledge of oral French.

Eligibility requirements

International students must meet the following requirements to apply for CSQ under PEQ.

AgeMinimum 18 years old. Possess a valid passport port.
Education Qualifications1. Hold Masters or  Bachelors or DEC Diploma from The Ministry of Education of Quebec’s accredited educational institution within the past 36 months.
2. Studied in Quebec for a minimum of 1800 hours.
3. Completion of at least half of the study program while staying in Quebec.
 Work experienceMaster, Bachelors, Doctoral Degree or Diploma holders
1. One year of work experience in NOC 0, A or B Skill level.
2. Have a job offer in NOC 0, A or B Skill level at the time of application submission.
Diplôme d’études professionnelles (DEP – Diploma of vocational Studies) holders
1. Full-time work experience for 18 months in NOC 0, A, B or C skill levels.
2. Hold employment in NOC 0, A, B or C skill levels.
3. For a Skill level C job, you must have relevant study. For O, A or B levels it is not required  
IntensionDemonstrate an intension to settle and live in Quebec to hold an employment.
Knowledge of FrenchShow knowledge of spoken French (oral comprehension and oral production) at or beyond 7 on the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes. 
UndertakingCommit to taking care of your basic needs for a minimum duration of 3 months including your family. (If applicable)

Additional French requirements

Declaration of Knowledge of French should be followed by the following documents.

  1. Present a final transcript attesting to the satisfactory completion of at least three years of full-time secondary or post-secondary studies conducted entirely in French (including, a master’s and doctoral thesis if it applies); or
  2. A final transcript attesting to the satisfactory completion of a study program conducted entirely in French in Québec (including,  a master’s and doctoral thesis if it applies); or
  3. A standardized language test approved by the Government of Quebec to prove French ability; or
  4. Show that they have met the conditions of the professional order regulating their occupation in Quebec in the French language.  

PEQ – Skilled temporary foreign worker

This program is meant for people who currently hold a skilled job and had 2 years of work experience in the last 3 years in Quebec. Candidates must possess advanced intermediate knowledge of oral French.

Eligibility Requirements

In order to apply for a CSQ under the PEQ, Temporary Foreign Workers in Quebec must meet the following requirements

Work experience1. A full-time job at NOC 0, A or B levels
2. Have two years’ work experience in the last 3 years in Quebec at NOC 0, A or B levels
3. Candidates must have stayed in Quebec temporarily with the purpose of working.  
IntensionDemonstrate an intension to settle and live in Quebec to hold employment.
Knowledge of French1. Show knowledge of spoken French (oral comprehension and oral production) at or beyond 7 on the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes. 
2. Declaration of Knowledge of French should be followed by the following documents.
a. Present a final transcript attesting to the satisfactory completion of at least three years full-time secondary or post-secondary studies conducted entirely in French (including, a master’s and doctoral thesis if it applies); or
b. Standardized language test approved by the Government of Quebec to prove French ability, or

With effect from July 22, 2021, spouses of Principal applicants will need to show spoken knowledge of French under the PEQ.
