Manitoba is one of the three Priory provinces of Canada. It is the fifth-most populous province of the country. It has a diverse economy with a low unemployment rate, a lot of natural beauty and vibrant culture. The province offers a world-class education in top-notch facilities while keeping a high standard of living.
New immigrants settle in the province after being nominated by Manitoba Provincial Nominee Program (MPNP) for their education, skills, employment and connections to the province.
The province prioritizes foreign students who have graduated from recognised Manitoba institutions. It offers a new International Education Stream (IES), with a direct pathway to permanent residency through the Manitoba Provincial Nominee Program.
There are 3 pathways under International Education Stream.
- Career Employment Pathway
- Graduate Internship Pathway
- International Student Entrepreneur Pilot
1. Career Employment Pathway
This pathway offers a quick nomination pathway for post-secondary students who have graduated from Manitoba Institutes and have a full-time job offer. This job offer must be from in-demand occupations of Manitoba.
International students must have graduated from a designated post-secondary institution in Manitoba within 3 years. It must be at least a one-year full-time program.
They must demonstrate a minimum Canadian Language Benchmark (CLB) level 7 in English or NCLC Level 7 in French.
Employment status in Manitoba
At the time of application submission, students must have a full-time job offer issued by an eligible Manitoba employer. The job offer must be from in-demand occupation list of Manitoba. One must be working full-time in the provinces at the time their application is being assessed. For Manitoba –degree program graduates, job offer from any NOC 0, A or B level occupation is required.
Demonstrate liquid funds for a six-month period equivalent to Low-Income Cut-Off (LICO) requirements. Otherwise, one must be employed in Manitoba in a full-time long-term position.
Applicants must be living in Manitoba at the time of submitting the application. In addition to this, they must show their intention to continue to live in Manitoba after Nomination.
2. Graduate Internship Pathway
This stream is meant for foreign student master and doctoral graduates through internships.
Eligibility requirements are as follows.
Foreign students must have studied either a master or a doctoral degree program from an eligible Manitoba institution. They should have completed the studies in the past three years.
Minimum CLB Level 7 in English or NCLC Level 7 in French.
Internship in Manitoba
Mitacs Elevate or Accelerate internship should have been completed with Manitoba’s eligible industry and research enterprise.
A job offer is not compulsory at the time of application submission.

3. International Student Entrepreneur Pilot
This pilot stream is intended for foreign students who graduated in Manitoba to provide an opportunity to pursue entrepreneurship.
Applicants must operate the business in Manitoba in the capacity of senior manager for at least 6 months before the nomination. They should have gained the work experience on a valid temporary work permit. They must submit a business plan as a part of their application. In addition to this, a minimum of 51 % of business ownership is needed.
show a minimum CLB Level 7 in English or NCLC Level 7 in French for eligibility under this pathway.
Applicants should have completed a post-secondary program in an eligible Manitoba’s institution. Mode of study must be full-time of at least 2 years length.
Applicants’ age must be in between 21 and 35.
At the time of application, candidates must have either an open work permit or post-graduation work permit. They should have been living continuously in Manitoba after their graduation. In addition to this, they must show that they continue to live in Manitoba after nomination as well.
Settlement funds/ Net Worth
Showing the deposits are not needed. However, they can be considered for the purpose of evaluation. Candidates must show liquid funds for a 12-month period equivalent to LICO requirements.
Business Performance Agreement (BPA)
A BPA must be signed before issuing an Approval-in-principle letter by MPNP in order to implement the business plan.
Business Investor Stream Entrepreneur Pathway
The foreign students who have studied in another province of Canada may be eligible to apply under the Business Investor Stream Entrepreneur Pathway.
In order to gain eligibility for this program, candidates must
- have at least 3 years of full-time work experience within the last 5 years in the capacity of senior management level or as an active business owner. At least 33% of ownership is required.
- show at least $500,000 CAD as net-worth.
- demonstrate at least CLB Level 5/NCLC Level 5 either in English or French.
- have study requirements equivalent to a Canadian high school certificate.
- submit the Expression of Interest to the MPNP.
- submit the application by paying a processing fee of $2,500 CAD if they receive Letter of Advice to Apply (LAA).
