The Quebec province held a new Provincial Nominee Program (PNP) draw on September 24 to apply for a provincial nomination. This is Quebec’s biggest draw of the year so far. A total of 365 people received invitations in this draw.

Ministry of Immigration, Francization, and Integration (MIFI) issued invitations to those meeting one of the following criteria:

  1. Candidates need to have a validated job offer.
  2. Diplomatic Agents, Consular Officers or other eligible foreign representatives who were staying in Quebec.
  3. Those invited by the Minister on the basis of their capacity, by remaining or settling in Québec, to contribute to Québec’s prosperity. This is the first time that candidates in this group have been invited by MIFI.

However, in each of these groups, the province did not indicate how many of the invitations were granted to candidates.

How Quebec’s Immigration process works?

Quebec has more jurisdiction than any other province over its own immigration system.

The Government of Quebec is liable to choose immigrants from the economic class, such as professional workers and entrepreneurs. Quebec’s immigration ministry, MIFI, oversees the immigration process.

Certificat de sélection du Québec (CSQ) or the Quebec Selection Certificate is a document issued by MIFI acknowledges that an applicant can immigrate to Quebec. CSQ granted Immigrant applicant will then apply to the federal government of Canada for permanent resident status.

The CSQ is accessible via the Regular Skilled Worker Program, the Quebec Experience Program, the Quebec Entrepreneur Program, or the Quebec Self-Employed Person Program for individuals who are applying for immigration. The Quebec Investor Program is also available, but this program is under suspension until the 21st of April 2021.

How Arrima Operates?

To submit an expression of interest to MIFI, people applying for Quebec immigration through the Regular Skilled Worker Program use the online Arrima portal.

It is free to create an expression of interest profile in Arrima and it is open to anyone aged 18 or over. It is available throughout the year so that people can apply their profiles at any moment.

The validity of the Expression of Interests created in Arrima portal is one year. If the applicants are successful in receiving an Invitation to apply for the CSQ, they need to satisfy certain cut-off scores based on the point’s grid.

Applicants have 90 days to apply for the CSQ. The Mon Projet Québec application management system used to process these applications.

The Ministry will evaluate the application and releases a full list of the documents that are required. When MIFI receives all the requested documents, the application review process starts. In order to validate the details given in their application, some applicants may require to attend an interview.
